Legislative Proposals to Increase Coverage and Access to Health Care
SB 48 (Perata) Bill Homepage (at leginfo.ca.gov)
SB 48, introduced in the Senate in January 2007, is a comprehensive health insurance reform proposal that includes the following components:
Coverage for all children up to 300% FPL regarless of immigration status
Establish an "individual mandate" for the maintenance of health insurance coverage, enforced through the tax code, with MRMIB to establish minimum requirements for covered benefits.
Establish a purchasing pool or "connector" that would be administered by MRMIB. Connector responsibilities would inlcude determining minimum standards of coverage, negotiating premium rates,
promoting guaranteed issue and community rating of plans, maintaining a choice of plan options, and promoting cost containment strategies such as disease managment
Establish and maintain a trust fund to finance the program with reponsibility shared among employers, individuals and government
It is anticipated that Medi-Cal coverage will be expanded to parents under 1931(b).

AB 1, introduced in the Assembly in January 2007, would combine the Medi-Cal for Children and Healthy Families Program into a single health insurance program for children called the California Healthy Children Insurance
Program. It would also expand eligibility, simplify eligibility determination and streamline enrollment for the program.
SB 32 (Steinberg) Bill Homepage (at leginfo.ca.gov)
SB 32, introduced in the Senate in January 2007 and amended in March, would make significant augmentations to California's two principal statewide health insurance programs for children of low and moderate-income families, Medi-Cal for Children and the Healthy Families Program. These changes include expansion of eligibility, simplification of eligibility determination and streamlining of enrollment processes.
