Examples of current and past technical assistance provided by IHPS to counties and regions involved in expanding health access coverage for children/families include the following:

Sacramento Sierra Valley Region (includes Colusa, El Dorado, Sacramento, Yuba and
Yolo counties
)

  • Convene regional First 5 Commission leadership on the feasibility of a regional Children’s Health Initiative.
  • Design and perform analysis of hospital uncompensated care for children in the region.
  • Data analysis for regional estimates of uninsured children and their eligibility for public insurance programs.
  • Design and apply diagnostic tool to assess local political, financial and community support for CHI.
  • Convene and provide strategic expertise to regional Steering Committee composed of health and social services agencies, Boards of Supervisors, hospitals, health plans and school districts to consider specifics on regional CHI and its implementation.
  • Develop the project charter for the Sacramento Sierra Valley Region.
  • Develop a timeline and workplan for regional CHI implementation.
  • Provide advice and content expertise to regional workgroup.

San Joaquin Valley Region

Fresno County

  • Provide detailed estimates of uninsured children and those eligible for Medi-Cal and Healthy Families using the 2001 California Health Interview Survey (CHIS) data.
  • Provide consultation for the overall governance structure of the Fresno CHI, including steering committee and subcommittee membership and responsibilities.
  • Assess political, financial and organizational factors and develop strategic plan that includes a global budget and cost projections.
  • Conduct an assessment of the sufficiency and capacity of the local provider network using secondary data and stakeholder interviews.
  • Provide guidance on leveraging funds to cover the maximum number of uninsured children, including local, state and national resources for premium support and for operational sustainability.
  • Identify and facilitate collaboration with neighboring counties in the development of a regional CHI.

  • Provide content expertise to the Kern First 5 Commission on each stage of planning, designing and implementing a CHI.
  • Assist in the development of a Request for Proposals (RFP) for health, dental and vision plan solicitation.

  • Facilitated linkages to and information-sharing with other counties in the development of the CHI.
  • Reviewed the concept paper and proposal for the CHI.

  • Conducted an analysis of uninsured data and submitted a county update report to the First 5 Commission of Monterey County.

  • Provided background information and analyses on program design issues, including the benefit plan, cost-sharing, payment policies and funding arrangements to the Children's Health Access Collaborative.
  • Conducted focus groups with ethnic small employers and employees on the creation of a small business initiative to reach uninsured families.
  • Conducting analyses for the Project Advisory Committee on program design, cost-sharing, payment policies and funds leveraging to launch a subsidized, small business initiative.

  • Developed budget projections and identifying structural options for the San Mateo Healthy Kids Initiative.
  • Provided data analysis on San Mateo's uninsured population for the Health Services Agency.
  • Provided several funding scenarios and options for funds leveraging to expand the initiative.
  • Provided analyses on the implications of crowd-out and developed recommendations on approaches for addressing potential shifts from employer coverage to county-financed coverage.
  • Provided expertise in evaluation design and coordination.

  • Conducted focus group research for the Social Services Agency on their Systems Redesign and Medi-Cal Retention Project.
  • Conducted an organizational and programmatic assessment for the Health Trust.
  • Funded development of outreach and retention plan for the CHI Coalition to identify and prioritize strategies to improve retention in the CHI.
  • Facilitated media coverage of the CHI.
  • Funded technical support for the Health-e-App implementation.

  • Developed options for an appropriate governance structure and subcommittees.

Tulare County

  • Provide content expertise to the Tulare First 5 Commission and local CHI coalition on each stage of planning, designing and implementing CHI.
  • Develop a comprehensive outreach, enrollment and retention plan with local stakeholders to reduce number of uninsured children.
  • Provide detailed estimates of uninsured children and those eligible for Medi-Cal and Healthy Families using the 2001 California Health Interview Survey (CHIS) data. Quantitative work has also included estimating the number of children eligible for AB495 matching funds.
  • Develop, with the steering committee, a Tulare CHI charter that includes the overall vision and specific implementation objectives.
  • Formalize objectives for CHI subcommittees and facilitate meetings: 1) Outreach, Enrollment, Retention and Utilization; 2) Financing; and 3) RFP/Governance.
  • Assist in the development of a Request for Proposals (RFP) for health plans and the process of proposal review and plan selection.
  • Provide guidance on leveraging funds to cover the maximum number of uninsured children, including local and state resources for premium support and operational sustainability.
