Rafe Forland
Rafe Forland, senior analyst, has significant experience in researching
and providing technical assistance on issues related to private-sector
health insurance, health delivery systems, and state and federal
regulations. Most recently, Mr. Forland has developed detailed technical
specifications for the development of publicly and privately financed
coverage expansion programs, including designing eligibility and
participation criteria, insurer and benefit plan offerings, premium
rating policies, coordinated administrative functions, and outreach
and distribution strategies. Mr. Forland has also researched and
provided technical assistance to private and private/public employer-sponsored
group purchasing initiatives. This research and consultation has
involved conducting market, policy, and state/federal regulatory
assessments; evaluating and designing benefit plans and participation
rules; developing rating and underwriting criteria and structures;
negotiating and contracting with administrators and health plans;
and developing policies and materials for distribution channels.
In addition, Mr. Forland has coordinated the development of a comprehensive
database of state small group and individual market reforms, has
researched employer and employee opinions about health insurance
and related policy issues, has evaluated the potential for Taft-Hartley
plans to extend coverage to uninsured workers, and prepared papers
and reports on pooled purchasing and key health policy issues. Prior
to his nine years at the Institute, Mr. Forland worked at the U.S.
General Accounting Office where he authored a number of congressional
reports and testimonies on employer-sponsored health insurance,
health reform, state insurance regulation, and provider integration
issues. He has a B.S.E.E. and an M.B.A. from Stanford University.
