California Governor’s 2007 Health Care Reform Proposal
The Governor’s vision for health reform is an accessible, efficient, and affordable health care system that promotes a healthier California through prevention and wellness and universality of coverage. For the Governor’s vision to be realized, health care reform must reflect a “systems” approach that incorporates three essential building blocks in an integrated manner. These building blocks are:
Prevention, health promotion, and wellness
Coverage for all Californians
Affordability and cost containment

Healthy Families Buy-In
The Managed Risk Medical Insurance Board (MRMIB) is working on an option for counties that wish to insure children who are living under 300% FPL and who do not currently qualify for Healthy Families or Medi-Cal. Counties would be able to purchase the Healthy Families insurance product from MRMIB
for their eligible children. The funding would come from the county Children’s Health Initiatives not from the State. MRMIB expects to launch the Buy-in program in January of 2007. IHPS Summary | Workplan (7/19/2006) | Design Document
