  Summary of Bills Included in the Richman-Nation Healthcare Reform Proposal

 

AB 1670: Universal Healthcare Act of 2005. This bill would establish an individual mandate to maintain health insurance, establish a quasi-public purchasing pool, establish a partnership plan for certain qualified employers and provide for enforcement and funding of the above provisions. AB 1671: Cal-Health Act. This bill would direct the Department of Health Services to establish a streamlined system of enrollment into public healthcare programs.

AB 1672: Patient Safety and Information Technology Act. This bill would require the implementation of electronic medical records, and provide for the establishment of standards and confidentiality as well as funding for this purpose. Bill Homepage (pdf)

AB 1673: Seismic Retrofit.
This bill would would modify requirements for the seismic retrofit of hospitals.

AB 1674: Center for Quality Medicine Act. This bill would direct the Department of Managed Health Care to establish the Center for Quality Medicine, and provide for funding for this purpose. Bill Homepage (pdf)

AB 1675: MediCal Prescription Drug Consumer Protection Act. This bill would prohibit the inclusion of non-generic drugs on the Medi-Cal formulary unless it can be demonstrated that they will improve patient outcomes, it will also establish guidelines for the use of drugs not on the Medi-Cal formulary. AB 1676: Advanced Directives and Terminal Illness Education. This bill would direct the Department of Health Services and the Department of Motor Vehicles to implement and maintain a system for providing information about end of life care and decisions relating to terminal illnesses, and establish a registry of Advanced Health Care Directives.
