A growing number of counties and regions
in California have indicated a need for advisory and technical expertise
that is easily accessible and responsive to the changing needs of
their children’s coverage expansions. IHPS-CA provides policy
and technical expertise to counties and regions that are expanding
health coverage and creating systems change for children and families
as part of a Children’s Health Initiative (CHI). Across California,
these CHIs are collectively reshaping social policy and expectations
that all children are eligible for health
insurance – and shifting the burden of navigating many
different programs away from families to “behind the scenes”
eligibility systems and infrastructure support.
Applications for technical assistance are currently being accepted and approved on a case by case basis.

Child and Family Coverage
Technical Assistance Center (CFCTAC)
Technical assistance through the Child and Family Coverage Technical
Assistance Center (CFCTAC) is structured to develop coalitions’
capacity to develop and implement their strategic plans, inform
policy direction and decision-making, and facilitate systems change.
With initial and ongoing support from The David and Lucile Packard
Foundation, IHPS California staff provides services to counties and organizations
working to expand children’s coverage, convenes expert forums
and workshops, and authors publications to inform the expansion
of children’s coverage statewide. The Institute also specializes
in policy and strategy development in coordinating between public
and private sources of health coverage for the uninsured.
